Following receipt of your letter of 27th August, about Hong Kong finances, I have discussed your draft telegram with Owen and Excell, and I attach a note of a few amendments which we should like you to make. You will appreciate that these are designed to explain more clearly the course of events to date, the precise undertakings required by the Crown Agents, and the further information etc. which we shall require before the Treasury are able to give assurances as regards the provision of funds from the U.K.
I hope to send you quite shortly a draft telegram about Evans Thomas' proposed visit and we agree that this need not be referred to in the telegram which we are now discussing.
I am copying this to Owen, Treasury, Excell Bank of England and Goldbarg, Crown Agents.
